How to get new templates to old users?

We have new templates that won't appear in the Wizard (Design). We have enabled all the templates at the plan management. We have changed users plan to the default plan that should have all templates enabled. However in the Wizzard there is only few templates and all the new templates are missing?

How to fix the issue or get more information?

List of accessible templates configured only in plan, so you need to make sure that templates are definitely enabled in plan. Make sure that they have "green" status in plan properties. If users (which are missing some templates) belong to reseller you need to make sure that reseller had these templates available also in his/here plan.
