Error message - Missing or deactivated template cannot be added.

We have moved an old version of sitebuilder 2.1.1 from a RH9 server to a Centos/RHEL 4 server and after we restore the database and files we keep getting the following error on the bottom of the page after logging in an trying to make changes to clients password for example.

"Missing or deactivated template cannot be added."

Does anyone have a solution here?

Previously we removed all templates and reinstalled them via rpm and still had this problem.
